Doctor Haas, a member of the Moscow committee of prisons and the Chief Doctor of the Moscow prisons, devoted his life to alleviation of the plight of prisoners and convicts. He fought for the improvement of the life of the prisoners and managed to have liberated the old and the sick from the shackles; abolition of the iron rod, which chained 12 exiles, who followed  from Moscow to Siberia; cancellation of shaving half of the head among women. He initiated opening of the prison hospital and a school for children of prisoners. He collected medications and supplied the poor patients with them. He fought for the abolition of the right of landowners to exile serfs. He spent all his savings for charity.
